Naruto started as a manga, then it was also animated. It's both a manga and an anime. Usually, while animators wait for new chapters of the manga to come out so they can turn it into the anime, they can't leave the people waiting, so that's how "fillers" were born. That's pretty much it i think.

i believe that the manga writer has less to do with their anime then the control on their manga! anime directors to anime as editors to manga!

i guess that makes sense , but ive always thought that the manga write was close or the same guy as the anime director

There are many cases like this. Some people prefer to do the whole thing themselves, some just the artwork, some just the storyline.
